No idea, the two welded on pipes look like they could maybe hold two fishing poles if they were really good friends? Is that a wire at the top of it?

I don't have one on my boat ('97 C-250 WK). Can you give us a sense of scale? You can't tell how long it is from the photo.

The tubes are 3/8" or so. Those are wires at the end. I can't imagine what this was for!
