My VHF is crystal clear both transmitting and receiving when the motor is not running. Fire up the motor and I can still hear other boaters on the VHF perfectly, but they cannot hear me due to lots of static that I am transmitting.
The VHF is an Intrepid w/ RAM mic, the motor is a Honda 9.9 connected to the electrical system for the alternator output.
Does anyone know how I go about troubleshooting this problem?

This is a fairly common problem. You are transmitting ignition "noise". The solution may be to install a "noise" filter (available at any Radio Shack) on the "hot +" wire to the radio.
