I don't have a deisel but have you tried puting a small piece of wire into the opening of the drain fitting. It may have corroded inside or sludged up.
Quite frequently the lower part of the block ( where the plug is) gets plugged up with silt, rust, and sand. Simply poke around in there with a small screwdriver and it'll start to drain out.
