Don't know about the water ballast. The wing keel here in Colorado is rated at 238. At this years Nationals the wk had to give the wb 6 second a mile.
I don't know enough about the calculation of PHRF to convert the 6 seconds to a rating number. Derek might have this info.

Bryan - Steve's basic PHRF on Canyon Lake is 228. The 240 is his adjusted number when racing in the Cruiser Fleet. We don't have any WB racing so have not assigned a number for it. I'm hoping to get some feedback from Steve and Bren on their Wednesday evening outings! BTW in our PHRF protocol, we allow 12 secs for a roller furling headsail. Without claiming to know the mechanics (I don't) I can report having to have searched the web for the WB rating. I found about five or so regions with numbers between 222 and 226. Don't recall the exact regions.
