I can't tell from your description what kind of stain you have or what kind of cleaners you've tried. But if you haven't already, you might want to try an automotive chrome cleaner and/or polish that's used for chrome wheels. Some of that stuff is pretty powerful and you may need to keep it away from your gel-coat.
Are you sure that pulpit isn't stainless steel? I know, why's it stained then. Try brass wool on it. Don't use steel wool or you'll have rust on it. Let's just call it stainresistant steel.
