a while back I said that I would check my factory service manual (I found it deep in the bilges)on my 2003 honda 8 xls to see the differences between the 8 and 10. Some folks said that the 8 was just a throttled down 10.
The factory rep told me that it had a different cam and different carb. Apparently he was right.
According to the manual:
The lobes on the cam are of different height, therefore I guesse that the cams are different. The 10 has a larger lobe height
The carbs have different part numbers-how that makes them different, I don't know.
so I guesse there are more differences than just limiting the RPM's.

More lift on the cam and bigger jets in the carb let the engine produce more torque in the higher part of it's operating range (rpm). This in turn gives a higher hp rating.
(HP = Torque X RPM).

I would be surprised if the rev limiter setting is different on the two models.

Honda started this practice long ago with their original 10 and 15 hp models... which were identical except for cam lift, carb jets, decals and price.

Price being the key difference. The two different cams and carbs cost the same, and I'll bet every other part on the engine, except the decal, is the same. Thus, cost is identical. The price difference is arbitrary. What matters for us is that the 8 is more than adequate for the C-25, and even more than that for the C-250.

Yes, the 8 pushes my WK quite nicely. My local dealer sold it to me for 2400 or 2600 last Jan, I can't remember which. Their mechanic is really smart too. He showed me how to drain the carb bowl, and to set the idle speed.
My only complaint is that it's heavy, way, way heavy. 120 lbs filled with it's fluids.
