I saw an electric outboard at Strictly Sail in Chicago a few years back. Very heavy and very expensive. I think your best bet is a high power trolling motor.
Take a look at www.rayeo.com. 5 HP is the highest output electric outboard offered and requires 10 batteries (700-800lbs). With that much added weight and only 5hp I would have to cast a vote for unsafe.
