Regarding Waterlox...
I wonder if I would have to TOTALLY sand away all of the Cetol I have remaining on my exterior to apply Waterlox? Or would a light sanding

As for the Cetol question. Yes, you will need to sand down to bare wood
before applying the Waterlox system. Cetol is a surface coating, so it will
eventually fail, turn black and peel/crack/chip. Waterlox penetrates into
the pores of the wood, so you'd want to be down to bare wood to experience
the maximum benefits.

For exterior wood surfaces, 2 coats of Waterlox Original
Sealer/Finish/Marine Sealer and 1 coat of Waterlox Original Marine Finish.
