Anyone have any good ideas on how to replace halyards? I put my sails back on the boat this weekend and I thought for sure the foresail halyard would snap it was so dry-rotted. They are all-rope halyards and I don't want to mess with lowering the mast or climb anything. I figure the best way is to just splice on a new halyard and run it through the whole getup. Is something like duct tape the best way to splice the two lines so that they run through the mast and pulleys?

I don't think duct tape would hold, unless you wrapped a substantial overlap. The typical method is to make a few loop stitches through each bitter end with sail twine and a needle. If you have an eye splice on the old halyard, then it would need to be cut off before sewing the old halyard to the new halyard's bitter end.
