When we use the head on our 1982 Catalina 25, we cannot draw water from the lake. There is no problem pumping the head dry. The Inlet Water Lever is in the proper position.
When I discussed this problem with the marina, they said that the problem is that, because the head sink drain is connected to the same seacock, air is being drawn in from the sink drain rather than water from the lake. Although this sounds plausable, I cannot believe that Catalina wouldn't have corrected this condition by the time they built my boat(#3337).
As an experiment, try dumping a quart or two of water down the sink while flushing, and see if it helps. If that's better, then try putting a stopper over the sink drain when flushing, and see if that is a workable solution for you. There are advantages to having the head intake T'ed to the sink drain, so I'd try to get it to work that way.
On my boat, I leave that seacock closed on short trips (a weekend or less), and flush with fresh water from the tanks by running the head sink faucet. If you combine flushing this way with hand washing, there's not much water wasted in the process. On longer trips with the seacock open, I put a stopper in the sink drain and/or pump slower to reduce sucking air into the head supply hose. A little air isn't a problem, it just takes more pump strokes per flush.
Your intake flapper valve may be stuck. Try opening the plate under the pump handle. There should be two flapper valves - rubber with metal discs attached. Sometimes these will stick to the housng if not serviced regularly. I coat mine with vasoline annually and haven't had a problem.
