My motor mount is apparently missing the bushings that go behind the bracket where the image above is circled. The issue is that the 3/8" hex cap bolts that mount this part of the bracket flop within the tube (which runs behind the board in the photo) rather than being held in place by the apparently missing bushings.
Any thoughts how replacements for these bushings?

Just last week, I replaced my old worn out nylon bushings with brass replacements bushings from Garhauer. The eight replacement bushings cost about $20.00 and are replaced somewhat easily. You will be reusing the internal sleeves from the old setup so be careful when removing them.
Additionally, if you get this kit, be aware that two of the bushings are different and go in a particular spot.

I ordered directly from Garhauer and I don't believe it is listed in their online catalog.
Some issues I encountered when replacing the bushings...
I had two bolts that were bent so I ordered replacements from Garhauer at the same time as the bushings. These replacement bolts had a slightly larger diameter than the original ones and didn't fit the internal sleeves. Instead of going out and finding the same size bolts, I drilled out the sleeves which was a pain. Looking back I would go to Home Depot of one of the boat stores near me to get the exact bolt I needed instead of drilling them out.
As I mentioned earlier, there are two bushings that are different (they are wider) and these go in the upper arm closest to the mounting board.
The sleeves may need a little cleaning up to get them in the new bushing. I used a file and steel wool to clean them up.
To get the bushings installed, I used a block of wood and a heavy hammer.
One or two of the sleeves needed to be shorten a hair because they protruded a little on the outside of the bushing.
When tightening the four main bolts, tighten them just enough to close up the gaps between the bushing and stainless mounting frame, but still allow free movement.
