With the 'nuts' bedded in fiberglass, I'd be very wary of over-tightening them. I did mine by "feel"... acquired by years of bad experience. :>) All play removed, then 'snugged them up'.
NOTE THAT CATALINA CALLS FOR THE USE OF LOC-TITE ON THESE BOLTS.

When we owned our Catalina 22, I was told 30 ft lbs of torque,But I cannot substantiate that by any source other than rumours around our club...And you know how that goes.. I always did the snug than one extra turn with loctite,New bolts and washers every year. My Motto was always better safe than sorry. And checked it frequently. Good Luck
