Heard about this on the local NPR station yesterday. The story was a call in show about sea kayaking. The guest recommended a pre mixed epoxy that could be applied to wet surfaces. I was at Home Depot today and happened to come across just that. Called AquaMend. It's a two-part epoxy that comes in a rolled into a stick. You break off what you need. Knead it to mix the catalyst, and apply to the damaged area. The package and the guy on the radio say it can be applied underwater, works in salt or fresh water, holds well, and makes a great temp repair. Can’t speak for it personally, but for < $3 I’m willing to toss a tube into the tool box.
Frank, Where did you get the covers for the back of the lights? I'm tired of rewiring mine with the anchor or rode snags and pull them out. Thanks, Sid

You could probably use some tupperware type of container to mold covers or just use the tupperware containers.
The Aquamend sounds like the stuff I used to patch my in ground pool. Don't remember the name but found it at Pinch-a-penny. It was a two part putty and worked underwater.
Imagineering its called imagineering to protect the lights in your anchor locker either find used winch handle holders and cut to length or use a shaped peace of dock bumper cut to shape.
