For our class of boat, the number corresponds to the hull number. My Sail number is 401, Hull # 401.
It is just an identifier of the boat, primarily for the race committee, other racers and spectators. When you start to get into larger boats that race something other than one design, the number is assigned by US Sailing. No two numbers are alike at this level of racing. If I were to show up at a regatta where the guy with 401 registered by US Sailing I would either be DQ'ed, have to take a penalty, or have to formally request a pardon from the race committee.
