 transom sanding advice

Need to do some sanding on my transom. "San Diego , CA" has become very faded. (Painted on) I've ordered new vinyl lettering to replace it. Do I just start sanding away. Also once the faded lettering is gone, what do I put back over it? Do I put the new lettering on before or after I apply whatever it is I'm supposed to apply. I am very green with this stuff but I want to do it right and have it look good. Any tips

I would try chemicals and scrapeing before I sanded enough to get paint off. Vinyl is best put on clean bare gelcoat.
