According to an article on radar reflectors at the US Sailing website, <i> "The Radar Flag reflects satisfactorily at 0° heel when flat, but in the draped position in which it would be used on a staff, it is practically invisible,..."</i>
What you want is a simple radar reflector that you can hang from a flag hayard or attach to a shroud. Even more so than VHF, higher is better. If I need to use mine while motoring in fog, I'll hook it to the main halyard and my dousing line and run it up the pole.
