I have a Plastimo Compass and it is real low on oil. I understand you can refill the oil. Has anyone ever done this? How is it done or do I have to send it out to be refilled? What Kind of oil do I use?

West Marine catalog has a pint bottle of oil for Richie brand compass for about $10. it is mineral oil based, the link Paul provided mentions there are some that are spirit based, you can't mix them.

I read a tip on this just the other day to figure out which medium you want to use (oil or spirit based). Take a couple of drops of your current medium and put them on a paper towel. Check back in 15 minutes or so, if it's evaporated, it's spirit based (probably methanol), if it's stained the paper towel, it's oil based, (possibly kerosene or lamp oil).

To get it filled all the way up, put the entire compass in the fridge to cool it down and shrink the medium (oil or spirit), then fill the compass while still cold and re-cap it, you should have no bubbles. The medium will expand as it warms to squeeze any bubbles down to negligible size.

I re-filled my Richie compass with Mineral spirits last year. When I purchased the boat it was bone dry. At first I thought that it must have been a clerical error in the company's website because mineral spirits sounded a little explosive as compared to mineral oil. I had to have them send me a gasket and I asked them. Sure enough, they use mineral spirits. They said oil would result in the compass moving too slow.
I would call the manufacturer of your compass.
I was able to easily re-fill without any bubbles. I think I did cool the fluid first though.

Thanks for all the input, I did drain the compass and replaced all the fluid with odorless mineral spirits. I did cool it off in the refrigerator and topped it off. so far no air bubbles.
