I understand that you're supposed to sand freshly applied VC-17 paint with 400 grit sandpaper to make your bottom "really" smooth. Is this really necessary? Isn't VC-17 pretty slick right out of the can?

If you are a racer you may want to do that sanding to eek out that final .01mph but otherwise it is not necessary.
I've been known to wet-sand VC17 with 600, however only when the project list gets low and I have nothing better to do. In other words, I've only done this ONCE (27yo Cp25 w/ never-ending project list).
Did it make a difference? Not NEAR enough to make up for that blown tack and/or set/douse. When your boat handling is near to perfect, then get that picky about the bottom. Otherwise it's fine as applied, esp if you spray it on.
After reading your replies, I wasn't going to bother with sanding the VC-17, but my trusty crewman stopped at West Marine and bought a whole box of 600 grit sandpaper, so it would have been a huge faux pas to not try it.
We ripped am 8 1/2x 11 sheet in half (they didn't have 5 inch discs) and each did half the boat. We hand sanded lightly and finished the entire boat in about 15 minutes. The end result was a little bit less shiny than before sanding.
Last night on the race course, we were blazing fast. Thanks to a good start, we got to the top mark first but got passed by a C-27 on the downwind leg. We were second on corrected time--our best finish of the season.
