A MPPT charge controller will do a lot better job with extracting the available power out of a partially shaded panel than PWM or shunt style charge controllers. Genasun makes the least expensive good MPPT controllers that I've seen. They have ones for smaller panels (under 50w or so) that are in the $70 range.
