Since wax interferes so greatly with adhesion of the paint, I always paint first out of concern that some of the wax might find its way to the bottom. I generally try not to even wash the hull above the waterline before painting the bottom, since so many detergents have a little wax in them, and even if they don't they might take some wax off the hull and move it to the bottom.
It might all be superstition, but that's what I do.
