I am not sure if this is the unsafe type of thru hull. Part of me says it is. Part says it isn't. Any ideas?

yep, a proper thru-hull would not be glassed in place. you would see threads, a backer plate (usually plywood) and a nut screwed down to the plate.

Also, on the outside, you probably only see a hole in the hull. A proper thru-hull has either a countersunk, flat disk (which mine had) or a "mushroom" that holds it to the hull when the aforementioned nut is tightened inside. It's interesting, however, that you have a ball valve (good) rather than a gate valve (put in the older models).

Interestingly though, the ball valve doesn't appear to be inline with the through hull.
