Hi there,

I have another question, how do you move (tilt) a power handle up and down.

By the power handle I assume that you are refering to the handle with the throttle. The handle should move up and down with just enough friction to hold it in place when you take your hand away. If there is more resistance then that then it may need some lubercation or the tensioning bolt/screw needs to be loosened.
