I presume out-of-staters are exempt, except maybe for the age thing. Our kids were past that age by the time this started, so I haven't worried about those issues.

There are still dumb, probably drunkpeople out there. Yesterday we were working to weather to get back to the club, and I noticed a stinker 25 yards in front of me getting ready to tow a guy who was in the water ready to go. He took off east and immediately swung around to the west and the guy on skis was like maybe ten feet in front of osmepneo.
New York is progressing on a mandatory licience program which eventually, I think, will include everyone. Last year a cousin drowned on the forth w/e. I suspect alcohol was involved. And, even if the police arrest some dui's they don't reach enough. People have to come to the point where they understand the dangers and don't drink and boat.
