Some time ago I read about a Cal 21 sailor who made his sails out of that same blue tarp. Then he sailed from Boston to Key West using them.
Sewing works best. Superglue might, if it doesn't dissolve the plastic. Gorilla Glue (brand name) might work, as well. Nothing will beat sewing, though.
Check out Arlyns tech tips, I believe his original anchor sail was made of tarp material (although he used a sewing machine). My two cents, I sewed a cushion bag out of tarp material....machine went through it like cotton. Far easier than the mess of glue. What ever you choose, please post the results. I too am considering a anchor sail project in the near future.
If you want cheap and easy, stop by your local new home, condo or business building site and ask for some Tyvek house wrap scraps. You can pick up some special tyvek adhesive tape at your local home center. You can buy the tyvek wrap there too but for a small riding sail it would be easy to use scraps. If you get lucky and the contractor is a sailor you might end up with enough for several prototypes. No sewing needed, the tape will hold it better. You could even try taping a pair of flat washers (stainless) on each side of the sail for cheap grommets.

It is used in the shoe industry and works well with all materials like the tarps and rubber. I think it is a must have on the boat. I use it to repair my digny boots. I like the idea of Tyvek sails a lot better I have seen small boat projects use Tyvek for sails before. You could use the [url="http://shop.store.yahoo.com/cinemasupplies/bace1qshgron.html"]Barge Cement [/url] on that as well.
