My steaming light quit working recently. The deck light hasn't worked for longer, but that didn't matter because I never liked using it when it worked.
I was looking through my regulations manual (put out by Coast Guard). It seems to indicate, among other things, that the red/green bow lights need to be on whether sailing or motoring (plus while sailing, a stern white light). But there were two options while motoring (other than a masthead all around/tricolor which I don't have or want) -- (a) stern white light plus 270 steaming light on the mast or (b) no stern white light, but a masthead 360 white light.
So, I was thinking that I already have everything I need without buying/installing anything -- just rewire the stern white light to an empty swith (on my boat, I could use the steaming light switch which is actually labeled "Bow" and relabel it "Stern"). Then, while motoring, turn the stern light off and turn the anchor light on. While sailing, turn the anchor light off and turn the stern light on.
I know some folks propose removing any extra weight from the masthead, including a the anchor light, but that's not a big deal to me.
The tricolor cannot be used under power, as the masthead light needs to be at least one meter above the side lights when propelled by machinery. As far as side lights and and all around light (your anchor light) meeting the reg when motoring, as you are under 12m/39.4ft I think you are correct. (Chapman 6/125)
Sounds right to me... The tricolor is also wrong under power because the white is not visible all-around. Around here, some people turn on everything they have--bow, stern, steaming, ancor, and deck lights... I told somebody once that they were signalling barge in tow.
