Being a pilot and a boater the rules of the road come to me in differrent forms, I was unable to figure out the stand-on and give-way vessel here......

Oscar, I think this one comes under the "Big Boat" rules...he who has the bigger boat has the R-O-W...!

I can't tell where this is or what vessel is downbound, but its certainly a meeting situation in a narrow channel! And that plane is certainly "restricted in ability to maneuver" {showing the day shapes?)

Tug should be sounding the danger signal and backing down if necessary to avoid collision!

Looking more closely at the pic, I think they are both "parked".
There's no smoke from the tug's stack and no disturbed water close to it's stern, indicating no engine running.

Colregs clearly states: "Vessel looking up is give-way vessel. Vessel looking down proceeds as vessel pleases." This situation looks clear.

Oscar--did you post this on the C-42 forum?

OK guys... If he's referring to games being played by "us" (again), let's cut it out. We have some standards, and they have some standards. They can sort theirs out without "help" from us.
