Is the eyebolt on a swing keel especially prone to failure? I bought an upgrade kit from CD and asked the marina that sold me my boat to install it. I discovered more than two years later, when I took the boat out of the water to paint the bottom, that they had lied to me and had not done the job. The eyebolt is a bit rusty but doesn't look like it's going to break any time soon. Whether is comes apart from the keel is another story. Should I worry about that?

Hope you kept the bill for that repair and feed it to the yard that billed you to do the job. The old eye bolt was want to shear at the keel joint. The retro update attachment is one of the more important ones to make. If the eye lets go the sudden deployment of the keel can cause severe damage to the hull. Been there done that.
That is the reason our C25 went from a swing to a wing. It let go in six feet of water cracked the hull and sunk the hull including the motor before it got pulled out. I think I would have a long chat with the marina manager about his personnel and there business practices.
